New Louisiana Congressional Districts

During the first extraordinary session of 2011, the Louisiana legislature reapportioned the elected seats due to the census.  Because of changes in population, Louisiana lost one of their seven congressional seats.

Reapportionment Congress Act 2 2011 1st Ext Session, HB6 by Ponti was the final solution reached for reapportioning the legislative seats for the Congress.  The color pdf below, shows the new Louisiana Congressional districts that were enacted.

The first page, shows the statewide overview, of the six (6) Congressional Districts.  The seven (7) subsequent maps provide more detail for complicated regions.  The first detailed map shows the confluence of Congressional districts 3,4,5 and 6 around the St. Landry Parish area.  The second detail map shows the fine gerrymandering in the Baton Rouge area between the 2nd and 6th Congressional Districts.  The third map shows the gerrymandering in the River Parishes region, again between the 2nd and 6th Congressional districts.  The fourth map shows the gerrymandering in the Orleans and Jefferson region, this time between the 2nd and 1rst Congressional districts. The fifth map shows the detail in the Terrebonne/Lafourche area to better define the boundary between the 1rst and 6th Congressional districts.  The sixth map shows the gerrymandering in the E. Feliciana and St. Helena area mainly where the 2nd Congressional district bulges into the 6th Congressional district and it also details the border between the 5th and the 6th districts. The final map shows the Tangipahoa area and details the border between the 1st, 5th and 6th districts.

 

Congressional District 1:  The Southeast Gulf Coast.  Situated on the South Eastern part of Louisiana, this Congressional district comprises parts of Jefferson Parish, parts of  LaFourche Parish, parts of Orleans parish, all of Plaquemines Parish, all of St. Bernard Parish, all of St. Tammany Parishs, parts of Tangipahoa Parish, and Parts of Terrebonne Parish.

Congressional District 2:  The Happy Face District.  Situated in the middle of Louisiana, this district, shaped like a happy smile, stretches from Baton Rouge to New Orleans.  The district is comprised of a small part of Ascension Parish, a small part of Assumption Parish, parts of East Baton Rouge Parish, parts of Iberville Parish, parts of Jefferson Parish, parts of Orleans Parish, parts of St. Charles Parish, parts of St. James Parish, parts of St. John the Baptist Parish, and small parts of West Baton Rouge Parish.

Congressional District 3:  The Southwest Gulf Coast. Situated on the South Western part of Louisiana, this Congressional district comprises of all of Acadia Parish, all of Calcasieu Parish, all of Cameron Parish, all of Iberia Parish, all of Jefferson Davis Parish, all of Lafayette Parish, pats of St. Landry Parish, all of St. Martin Parish, all of St. Mary Parish, and all of Vermilion Parish.

Congressional District 4: The Northwest Louisiana. Situated in the North West corner of Louisiana, this Congressional district comprises all of Allen Parish, all of Beauregard Parish, all of Bienville Parish, all of Bossier Parish, all of Caddo Parish, all of Claiborne Parish, all of De Soto Parish, all of Evangeline Parish, all of Natchitoches Parish, all of Red River Parish, all of Sabine Parish, a large part of St. Landry Parish, all of Union Parish, all of Vernon Parish and all of Webster Parish.

Congressional District 5:  The Northeast of Louisiana.  Situated in the North Eastern part of Louisiana, this Congressional district comprises all of Avoyelles Parish, all of Caldwell Parish, all of Catahoula Parish, all of Concordia Parish, all of East Carroll Parish,parts of East Feliciana Parish, all of Franklin Parish, all of Grant Parish, all of Jackson Parish, all of La Salle Parish, all of Lincoln Parish, all of Madison Parish, all of Morehouse Parish, all of Ouachita Parish, all of Rapides Parish, all of Richland Parish, a small part of St. Helena Parish, a large part of St. Landry Parish, a large part of Tangipahoa Parish, all of Tensas Parish, all of Washington Parish, all of West Carroll Parish, all of West Feliciana Parish and all of Winn Parish.

Congressional District 6: Central Louisiana.  Situated in Central Louisiana, this Congressional district, shaped like a lowercase letter r, fits around most of Congressional District 2.  This district is comprised of parts of Ascension Parish, parts of Assumption Parish, a large part of East Baton Rouge, a small part of East Feliciana Parish, a small part of Iberville Parish, a large part of Lafourche Parish, all of Livingston Parish, all of Pointe Coupee Parish, a part of St. Charles Parish, a part of St. Helena Parish, a part of St. John the Baptist Parish, a large part of Terrebonne Parish, and a small part of West Baton Rouge Parish.
